Es stellt sich die Frage, wie dieser Aushandlungsprozess fur alle Akteure befriedigend gestaltet werden kann. Kann die Transaktionskostentheorie von Oliver Williamson ein geeignetes Mittel sein, um AEngste und Befurchtungen bzgl. Einflussverlust oder Benachteiligungen einzudammen? Oder ist die Transaktionskostentheorie unter Umstanden fur die Loesung von Konflikten im Rahmen interkommunaler Kooperation nur bedingt geeignet? Sind Modifikationen notwendig oder ist die Theorie ungeeignet fur die Betrachtung interkommunaler Kooperationen?
