Durch die Verselbstandigung von Verwaltungseinheiten haben sich Kommunen so verhalten, als ware mit der Delegation von Aufgaben auch jegliche Verantwortung fur diese abgegeben worden. Durch die Ausgliederung von Aufgaben auf oeffentliche Unternehmen hat sich im kommunalen Bereich ein konzernahnliches Gebilde entwickelt, das als Konzern Kommune bezeichnet wird. Bei der Steuerung dieses Konzerns gibt es in der Praxis grosse Defizite. Obwohl die Steuerungsintensitat von kleinen zu grossen Kommunen zunimmt, erreicht diese nicht die Intensitat der Privatwirtschaft. Im oeffentlichen Bereich herrscht nicht das klassische Ziel der Gewinnmaximierung wie in der Privatwirtschaft vor, hier haben Sach- und Sozialziel wie Daseinsvorsorge und Wohlstandssicherung Vorrang. In diesem Buch soll aufgezeigt werden, mit welchen Instrumenten das Beteiligungscontrolling dazu beitragen kann, ein Planungs-, Kontroll- und Steuerungssystem aufzubauen, damit die Unternehmen dem oeffentlichen Zweck dienen. Das Beteiligungscontrolling bildet hier eine Art Nahtstelle zwischen dem politisch-administrativem System und den oeffentlichen Unternehmen. Besonderes Augenmerk wird dabei auf die Instrumente Balanced-Scorecard, Beteiligungsbericht, Public Corporate Governance Kodex und die Steuerungsmoeglichkeiten durch den kommunalen Konzernabschluss gelegt. Dabei wird vornehmlich auf die Besonderheiten eingegangen, die beim Einsatz dieser Instrumente im kommunalen Bereich zu beachten sind. Neben diesen Schwerpunkten werden weitere Instrumente des strategischen und operativen Beteiligungscontrollings beschrieben.
