1m November 1985 jahrte sich der 80. Geburtstag und zugleich der 20. Todestag des deutsch-amerikanischen Juristen und Politikwissenschaftlers Otto Kirchhei- mer. Aus diesem AnlaB wurde am Fachbcreich Politische Wissenschaft der Freien Universitat Berlin ein Symposion veranstaltet. Die dabei von Politikwissenschaft- lern, Rechtswissenschaftlern und Historikern eingebrachten Themen und die leb- haften Diskussionen, die durch sie ausgel st wurden, zeigten, wie breit das Inter- esse an den Schriften Otto Kirchheimers nach wie vor ist. Fur einzelne Bereiche der Politikwissenschaft hat er fast schon, klassisch zu nennende Analysen gel ie- fert. Dies ist fUr die Herausgeber Grund genug, die auf dem Symposion gehaltenen Referate - mit ModifIkationen - zu publizieren. Unser Dank gilt zunachst den Referenten, die ihre Beitrage zum Abdruck freigege- ben haben. Fur das Gelingen der Diskussionen danken wir Jiirgen Fijalkowski, Klaus Megerle, Ralf RytIewski und Uwe Wesel. Die Teilnahme von Hans-Her- mann Hartwich, Wilhelm Hennis, Gotthard Jasper, Gerhard Lehmbruch und Wolf- Dieter Narr gab dem Symposion eine zusatzliche Note.
